Philippine Bureau of Customs – Fucking Blatant Corrupt Crooks!

Excuse me for a bit… I know this is not Visual Novel related but I’m gonna make an exception today. I need an outlet for this rage I’m currently have… It was Friday morning and I woke up to the nice scent of breakfast looking at the lovely sunshine. It was a perfect day and I am in a really good mood I even managed to improve and deliver an improved BG to darkspartan for our collaboration project (click here to view it)… that is until I opened my email and received something really… unpleasant…

PHILIPPINE BUREAU OF CUSTOMS… WHY ARE YOU GUYS SUCH A BUNCH OF FUCKING CORRUPT TO THE BONE CROOKS! GO TO HELL AND BURN! PLEASE DIE IN THE MOST EXCRUCIATING MANNER!!! I HOPE YOUR DEATHS ARE PROLONG AND PAINFUL!!!

Long story short… They expect me to pay about Php40,000 (US$925.50) for a shipment that is itself just worth Php6521.50 (US$150). For fucks sake guys!… it’s just slabs of rocks… LITERALLY SLABS OF ROCKS!!!…

Fine here’s the breakup…

And you know what… this is the second time I received the same shipment and the previous one I paid for far FAR less… this breakup not only doesn’t make any sense… it’s pure BULLSHIT!!! And even more rage inducing is the fact that if I didn’t pay and claim it today (September 16)… it will be declared abandoned… YOU FUCKING MOTHER FUCKERS!!! FINE!!! GO AHEAD AND SHOVE THOSE SLABS UP YOUR ASSES!!!

So there you have it… I finally got to experience Philippine Corruption via Bureau of Customs first hand. I’m truly ashamed to be a Filipino right now. This is corruption. Really BLATANT corruption…

I… I need to get out for a bit and… forget about everything… I don’t know if my heart can take this stress… must breath in and breath out… relax… relax…

Nakakahiya kayo mga putang ina nyong taga Bureau of Customs! Ang kakapal at sobrang garapal ang kasakiman nyo! Masahol pa kayo sa kriminal!!! Mahiya naman kayo… nung ni re-compute ko yung mga dapat kong bayaran hindi naman dapat umabot ng ganyan kalaki! Mga sindikato kayo ng magnanakaw!

  1. I know how you feel man, on an order I made, valued at ~$90 Canadian I got taxed something like $127. Customs decided to convert the currency (yen) to Canadian dollars at 10x the exchange rate, so I was taxed on ~$900 plus other fees. This happened in late July. I was able to make an appeal and only after having to constantly phone them did they say they’ve made their decision and I would be notified by mail. Normally that is supposed to take a maximum of 30 days…. Anyways at least today I got some of what I was supposed to get back. I’m thankful I at least got something back.

    Sucks that you have to experience this kind of thing too, except quite obviously much worse than I had to.

  6. I had 100 dollar generic bicycle frame delivered to the Phiilppines. I had to pay more than half its value in taxes to bring it home! My complaints fell on deaf ears. Its so sickening to remember.


  7. Go to a pro bono lawyer, sue them and if you win the case claim damages for the value of a container load of what you “imported”.
    Sometimes you have to trust the legal system if there is no other recourse especially if this is the first time you’re going to sue. No matter how negative our perception is about justice in our country I still firmly believe that there are still upstanding citizens in the bureaucracy who believe in doing things right. By your inaction, you are also contributing to the perpetuation of what is wrong in our country. For a democratic system to work whether in the rich or poor countries it takes active participation by the people themselves who are affected by the ills of society. Complacency and ignorance of the law is precisely what corrupt people in the bureucracy feed on so they can get away with their schemes but if you really are someone who is willing to fight for the right way of doing things then you have to go the extra mile to effectuate change in our country.


  8. I bought an item from Thailand and since i was going on vacay here in Manila i decided to redirect the shipping here instead of Malaysia. Much to my surprised I was asked to pay PHP1600.00 in custom for my item which worth USD97.00.
    I’ve been buying stuff online from games to action figure and sent it to my house in Malaysia for 5years now and not a single cents was taxed from me as long as I keep my item at RM500 (PHP7000.00).

    But here it’s pure BS. These custom officials are bunch of alligators. They knew that these are the norms nowadays, buying stuff online and they knew that they are going to earn a lot from us. I wish I have enough middle fingers to express my disgust on them.

Its the ultimate corrupt department and every pinoy should be ashamed, its a place to make money not serve the public, such actions stop investment into the country and give it such a bad name overseas. To most business people the Philippines equals corruption and there can be no real economic progress until this cancer is removed. I had an example today of a table tennis bat from Hong kong value USD 7 customs duty USD 35, corruption, guys you should be ashamed but i guess you just laugh at this


  10. I can feel your pain as a “foreigner” in the Phils. I really had enough of all this corruption from high to very low that everybody seems to accept. The customs are a very obvious case.

    I liked to have a simple Kindle (100$) but Amazon Shipping told me they don’t ship to the Phils any more because of customs extortion that keeps your item for months in “storage” (= fees) unless you spit up a few thousands in cash. I needed an extra Samsung 24 B300 and they asked around 9,400 php when it’s 6,100 in the US.

    I estimate that in general the officially tolerated customs maffia asks 30% extra as pasalubong from the big importers. F*ck you Phils customs and state.

    To avoid the scandalously high visa fees (the 2nd 2 months extension was 7000php) I’ll just take a visa trip on a cheap fare and buy my monitors in KL.

    They want more tourists and “bizness” in the Phils. Right. I advise anybody to go to Thailand or Vietnam unless they come for sex, like most foreigners do. That’s the only thing those moron customs can’t tax yet. Audio, video, IT, cars are more expensive than abroad just because of the customs maffia.

  13. You should bring it to the media. There is this radio show co-related to Aksyon TV where they help the needy resolve issues related to corrupted officials in the government. They would personally call them too. You know that once an issue is raised in the eyes of media, it’ll alarm them.

      • not everyone in the Bu of Customs are crooks nor corrupt…the vary from taxes vary whether the items are luxury or necessary personal items…used personal items must exclude used clothing….powder or liquid are not allowed, too. “Sin” items such as cigars.wine, cigarettes also are taxed much more…email us for assistance for cheaper taxes and fees

  16. I’m a Filipino but is very close to losing my pride as one or do I really still have the pride of being a Filipino? I’m sad and extremely upset because almost a month ago, I asked my husband to mail a package to my brother-in-law in Philippines. The package contained over the counter pain medications (2 bottles of ALEVE), some vitamins, an adjustable walking cane, etc. My brother-in-law seriously needs the pain medications that are not available locally. I went home last year and brought with me some which I gave to him. According to him, the pain meds really works great with relieving the pain. When I returned here in the US, I decided to purchase some and send to him…for the hope of helping him with his painful suffering (as a respect, I am not disclosing what kind of painful and disabling health problem my b-i-l has). Now, the package already arrived at the Philippines customs, and guess what, they put hold on forwarding the package and have asked some payment so the package could be claimed. It’s just plain evil, you name every horrible curse you can. I have followed the customs’ guidelines and yet here I am sticking my middle finger in frustration…PHILIPPINES BUREAU OF CUSTOMS is plainly sick, putting the country in shame. EVERYBODY with the right sense knows that…NOW WHO CAN HELP ME GET those pain meds into my B-I-L’s HANDS? 😛


    • mam dapat po pumunta sya kay tulfo at magreklamo po about sa customs. yan din po ginawa namin, binigyan po ang mother ko ng endorsement letter and tomorrow po pupunta sya ng main office ng customs. grabe po yan tlga sila sa cost $45 ng parcel ko pinagbabayad ako ng php4,298.00, kailan pa naging mas malki ang tax kesa sa hlaga ng bibili mo. pag wala pa rin po mangyari dyan napo kikilos ang tulfo brothers. good luck po sa ating mga biktima ng mga demonyo na yan! kahit tawaga at email mo sila di po talaga sila sumasagot!


  17. My wife is a dual citizen and I am a citizen of the USA only. We want to retire to the Philippines. I have learned that I cannot take my motorcycle or auto into the RP without paying a customs tax the equivalent of the vehicles purchase price! It seems so crazy that we have to sell everything we own in order to retire to the RP and avoid rapacious customs practices which discourage people from relocating. The Philippines has such potential as a retirement mecca. Retirees could contribute to the economy with an influx of money and increased demand for Filipino employment in the areas of health care, housing, and so many other goods and services. It is tragic that Machiavellian government agencies perpetuate corruption and hurt, ultimately, the noble Filipino people.

  20. this is a comment that i would like to say most of the employees or people that work at the bureau of customs live in exclusive village buy there goods in exclusive shopping malls including there wives and children families studies in exclusive schools drove their high end vehicles and yet their salary are 20k only where do you guys get your money to spend on your lavish living lifestyle of course from the importers and brokers these are with the knowledge of the customs commissioner ruffy biazon and i guess you guys knows who not to vote for come election time mga pera galling sa nakaw kaya mga anak at pamilya magnanakaw din

THANK YOU for saying “most of the employees…” and not saying “all”…my friend there at a high position at Customs Port of Manila maintain farms, piggery, etc, also inherited the lands and not from Customs. He himself plants and has a mahogany plantation, do his own laundry, too. Be advised that you could meet with him and ask HOW TO AVOID EXORBITANT FEES, ETC AT B.O.C before sending in any import. he could help except if your product is “old clothes” or powder or liquid as those three are being HELD or CONFISCATED. Advise importers to ship through shipping lines that dock at Port of Manila. Email me.   25. Before you complain, you should get your own licensed custom broker you can not compute the duties and taxes on your own values and formula its mandated by international customs and tariff code.


    • The computation for duties & taxes should be available, online and transparent, and anyone who knows math should be able to compute for it and not be “RELIANT” on a customs officials’ computation! How else would we know if he just picked a number out of thin air?

      Why do you insist on having a licensed custom broker compute it? So he can insert hidden fees in collusion with customs?

      • it is available online, here is the link. http://customs.gov.ph/tax-computation/ the question for you is how knowledgeable are you to properly apply the correct tariff and codes if you don’t know specifically what category it should be under and applied. Unless you take the four year course of Customs administration then yes, you might not need a customs broker.

  27. they dont have a shame what important to them what they gain from their kurakotan….,my story is not as worse as others but i wanna share my story…my husband sent a package via dhl 2 cocktail dress and 1 bolero..for my niece prom night and seniors night…so he paid the shipping here 76 dollars…after 3 days…my sister emailed me dat package was already there..but the delivery boy was asking of 3k+ for the taxes charge by bureau of customs…wat the f..i have called the agency but the just try to transfer me from one phone line to another .. my simple questions was not answered at all…why would they charged the package 80% of taxes..lets say our declared item is $175…we already paid dhl for the shipping…and dat was a present for my niece…saan ka naman makakakita na ang regalohan mo magbabayad pa..it doesnt make sense…very obvious talaga na may samahan nga mga mandurugas sa loob ng ahensia collaborating with any courier…i have lots of stories heard and i feel so bad for those people na pinadalhan ng mga regalo pero cant afford to pay for the fee they kaya labas na lang unclaimed packages so sino ang makikinabang noon…siempre ang mga walang kaluluwang gahaman sa pera…to those corrupt people they will rot and die painful…

  29. CUSTOMS TIPS: NEVER put any Official Receipt in the package or cargo. ASK YOUR SHIPPER NOT TO WRITE any amount for shipping cost but write “AS AGREED” or “Freight collect”….never mislabel your items…Do not send used clothing, powder. chemicals. liquid. we have assisted several persons already who read my replies here..thanks..Remember NOT EVERYONE is bad.Some who send items are also crooks who tried to send in what is not allowed and they bribe the Customs employees.


    • Hi.. I have plan to order few personal care products from an U.S online store and deliver to Philippines via DHL. it’s about 5 items and 1 quantity each item. It mostly like an essential oil and lotion. Is there have any custom tax for that items? It might be around US$60 below. I’m worried that I might got very high taxes as all those stuff is my personal use. Thank you


  30. I just found I was lucky enough, OMG! My item’s FOB price was US$450, the so called Philippine Customs postponed my clearance 5 days and they said I gotta pay warehouse fee, OK, I paid, and then the broker said their system broke on Friday, so eventually I paid 8 days warehouse fee, it was 8,000 pesos, wahahaha……. so totally I paid 38,000 pesos which actually should be only at most thousands.

    The so called Philippine Customs collude with forwarders to steal and rob money!

    on 07.07.2013 I’d sent a package from Israel to Philippines containing an “Asus nexus 7” Tablet and some documents.
    Apparently it’s “Stuck” awaiting release.
    since I’m an Israeli, I smell crap very quickly so I went online to see if my suspicions had any base…(well’ I’m here leaving you this message).

    I called and emailed EMS Philippines and Philpost and got no reply.
    The family in the Philippines got no notice from the customs either, so now the hunt begins.

    If they will try to scheme me for some unreasonable fees, they will find out the VERY hard way that Israelis are very mean and nasty sons of bitches, and we are proud of that too.

    I’ll do my best to keep you guys informed of the progress.

    the package is at the main post office Manila, now we’ll see the “bill” and than, if I don’t like it, all hell will break loose on them.

    All thoughts about relocating to the Philippines and live a quiet life are slowly going out of the window.

    I don’t know if it’s one of my emails that got through (the faxes did not pass, it seems the machines there are off on all the numbers for inquiries), but the package was collected this morning by one of the family members in the Philippines with a bill of 1,800php.
    all taken into consideration, we got off cheap.

    even though,
    I will be thinking twice next time i want to send something of value to the Philippines, sometimes it’s just not worth the aggravation, May be one day the Philippines official government services will learn how to receive faxes or answer calls on the customer support lines. and clean up the corruption (at least to a reasonable level) so that people will not see all these horrible replies on web sites like this.

    I am way too busy here to have spare time going on hunting expeditions every time I send a gift.

  38. Cannot find a word im english to discribe the level of corruption in the bureau of customs. Maybe I use ASTROLOGICAL? I used to believe that there must be at least a very few of them who are not but i think I was wrong. The agency is totally ruined. Its safe to say that 9.995 out of 10 you met at the bureau’s office is corrupt. Oh by the way BOC now is Bureau of Corruption. One of the many in the Philippine but this one stands out.


  39. I sent a package from china thru fedex. my package is worth $50 and weighs at about 2.5kg. I got my package after a week and got shocked that they’re asking for $42 tax. What the fuck, I thought the tax is supposed to be only at around 3-50% of the item? fuckers.

    since we all (regretfully) have to send stuff to the Philippines, please when posting your comments, describe the Items sent and the tax paid, so that others may know what to expect and get mentally ready. in my case I sent a Nexsus 7 tablet got stuck in customs for 10 days but eventually I paid only 1800PHP. I dont know if it’s because I was emailing them and informing them that the package will be collected by someone of our embassy in manila or not.

    now I’ll need to send another Tablet (my girlfriend has 2 kids, and another birthday is coming) just the thought about dealing with the customs again takes out all the fun.

  42. more than a week ago, I went to EMS philpost in Pasay to pay for my package of beauty products from Korea (worth around Php4700).. I was asked to pay a total of Php1650. On top of that, they made us wait for 4 hours. First, they showed us a receipt of their “computation”. Then a woman said, “pasok nalang kayo sa loob if ready na kayo mag bayad ah”. I couldn’t do anything but pay the fee.. good thing I brought extra cash with me.. There were some who were left dumbfounded, they couldn’t pay for the fee they were asked to pay for. I’m only a student.. so it’s quite appalling.. I saw on another website before, this woman only payed for a total of 10% of her total fee for beauty products.. it’s just nerve wrecking. and they told us “yan kasi, wag na kayo bumili sa ibang bansa, dito nalang”

    I wish the government would do something about this..

I think regardless of the courier, it’s really the customs who are crooked and tries to hustle everyone who have incoming packages from outside of the Philippines, just had a package today being delivered by DHL and they told me I have to pay 60% of the actual price of the merchandise I bought online due to customs taxes.   49. Oh God ngayon palang kinakabahan na ako sa mangayayari on Saturday (this coming weekend). I had a present from one of my students in Japan. Just a token of appreciation after teaching her for a long time. She decided to give me a camera as a gift mura lang naman. mga worth 200USD lng naman or less. The thing is natatakot ako na pag-iicclaim ko na sya magtatagal pa sa customs dahil mahal taxes. They say pag gift exempted sa tax pero sa mga nababasa ko it isnt that way anymore. computing it using a certain formula mga babayaran ko is around 2000+ PHP. I shouldnt be paying for anything that much dapat because it was just a gift and hindi ko naman pinagpilitan bilhin nya yun. SO SAD HOW OUR GOVERNMENT IS. I totally understand they have standards, policies, and bullshits they say that are part of the system. However, the question is, are they really committed to the most important law stated in our Constitution (no corruption). I wish it wouldn’t be like this anymore in the Philippines.

But how can somehow know if he is talking to a reliable customs representative? I am able to talk to a custom person, I asked how the computation of the goods (tax duty, vat etc.) are being done. Nakakaexcite mag-claim ng goods from abroad, pero may kaakibat na takot dahil sa taxes na pwedeng ipatong yung customs. Me, I am expecting delivery next month and I hope it will run smoothly.

    I sent a small parcel from Kuala Lumpur weighing less than 3 kilos.It contains few packs of cookies, lotion, counter pain cream, and few packs of chocolates, it’s for my mom’s bday pa nga sana pero na delayed ng sobra sobra. From my tracking number it arrived in the philippines 1 week after I sent it. Pero my sis only received a notice after 3 weeks. Then today, she went to the post office to claim the package, she was asked to pay Php 945! Samantalang the total value of the package was obviously less than 2000 pesos!! I am scammed big time by my own government! Wala na yata talaga Pagasa mag bago ang Pilipinas, it’s really disappointing and it’s embarrassing that this kind of shit stuff happens only in the philipines!

CAMPO FROM LAPU-LAPU CEBU AND HE INSISTED THAT THEY HAVE ALREADY FINALIZED THE COMPUTATION AND IF I INSISTED I NEED TO GO THE OFFICE TO REITERATE THE MATTER AND NOT VIA PHONE. WTF, I SAID IT’S THE SAME THING THAT I WILL PROVE TO THEM AND SAME THING I WILL NEED TO SAY.

  57. Well, have you noticed the last few years that this government has campaigned against corruption? The customs personnel in the airports are still the same faces, with some new interns…and guess what. It is worst than ever before. While before, they were nice at tourist and let the obvious families just pass through, now they inspect luggage and whatever they see of value, they will ask for duties. And the best part is they will scare you of how big the tax is, and if you prefer, just give them half the amount.
    And while before, the customs on duty are scared of receiving money while passengers are in the line, nowadays, they receive money or whatever someone hands out to them.
    And this government is proud that it is doing its job getting rid of corruption? Or is it the corruption of the last government and not the one in the seat? This is the worst corruption I have seen since I can remember. At least, the former ones only were corrupt by getting money from smugglers. Now, they are getting money from the innocent tourist too. Are we becoming like the West African countries like Nigeria where the greeting of customs personnel is. “What do you have for me?”

  68. Just made 3 orders abroad of 1L high quality chemical samples 50€ each, 1 bottle passed 2 got detained. Email them, no response. Mail them and they ask 60% tax on each, for a total of 8400PHP. Visit them and after a morning befriending the folks there since I’m so easy to chitchat to, I learned that the common working practices of port customs collectors is that shipments valued under 3500PHP and under 10kg receive duty free clearance… except when someone is feeling the need of a little pasalubong or has a pressing debt to pay or an unexpected expense or simply wants to throw a big birthday party for their kids that will be the envy of the entire neighborhood but the wallet is feeling a tad light. Then I understood why one of my packages was duty free and two of them were taxed despite being the exact same thing. On my way out I should have stopped by Mr. Noor’s office to tell him that he manages that division’s affairs wonderfully and has a dick the size of a bean and by Mrs. Asunción’s office to tell her how great service she provides and that her boobs are the size of peanuts. On the way home I stopped at a chemical supplier and bought 2.5L of a cheap quality version of the same thing for 800 pesos.

  70. So how’s it going na since they have this 10k ceiling tax free. I’m planning to use Fedex and I’m afraid they will charge me again with duties more than my item price. Last time I ordered a DVD(500pesos converted) and they charged me 1,500 for duties,lol
